If you run a taxi, bus, lorry or business van, you may qualify to buy RON 95 at a fixed subsidised price of RM 2.05/litre through the SKPS scheme — far cheaper than the market price of RM 3.82/litre. This guide explains what SKPS is, who qualifies, and how to apply step by step.
What Is SKPS?
SKPS is the Subsidised Petrol Control System (Sistem Kawalan Petrol Subsidi), a government scheme that lets eligible commercial petrol vehicles buy RON 95 at RM 2.05/litre. It is separate from BUDI 95 (RM 1.99/litre), which is for personal vehicles of Malaysian citizens. SKPS instead targets the public-transport and logistics sectors so their operating costs stay under control.
Who Qualifies?
21 commercial petrol vehicle types qualify, split across two sectors:
Public transport (9 types):
- Taxis & rental cars
- School buses, minibuses, scheduled (stage) buses & express/charter buses
- Ambulances, fire engines & hearses
Goods / logistics (12 types):
- Panel vans, window vans & semi-panel vans
- General-cargo lorries, box/luton lorries & refrigerated lorries
- Food-catering lorries & vans
- Mobile-service lorries & vans
- Animal-cage lorries & agricultural-produce lorries
The vehicle must run on petrol (not diesel — commercial diesel uses a separate scheme), be registered for commercial use, and have a valid road tax.
How to Apply for SKPS (Step by Step)
- Go to the official MySubsidi portal at mysubsidi.kpdn.gov.my and select SKPS registration.
- Register a company account using your SSM registration number and fill in your business details.
- List your eligible vehicles (each vehicle's registration number).
- Choose up to 3 fuel companies where you'll refuel (Petronas, Shell, Petron, Caltex or BHP).
- Upload the supporting documents (SSM, vehicle registration / road tax).
- Submit. If complete, KPDN can approve within one working day.
Apply for the Fleet Card
The SKPS subsidy is not given as cash at the pump — it's delivered through a Fleet Card from your chosen fuel company. Once SKPS is approved:
- Apply for the Fleet Card directly with your chosen fuel company.
- Attach the Approval Letter and List of Approved Vehicles from MySubsidi.
- Fuel companies take up to 14 working days to process the card.
- Use the card at the station to buy RON 95 at RM 2.05/litre.
How Much Can You Save?
At current prices, the gap between the market price (RM 3.82) and the SKPS rate (RM 2.05) is RM 1.77/litre. For a lorry using 600 litres a month, that's roughly RM 1062 a month — over RM 12744 a year. For a multi-vehicle fleet, the total is far larger.
SKPS is designed to curb inflation: when transport fuel costs stay controlled, the prices of goods, food and fares stay more stable too.
